Gramasabha
The Gram Sabha is the lowest but most important body in the Indian democratic system. It is also the forum for ensuring direct participation of the people in the activities of the Gram Panchayats, which are local self-governing bodies. The Gram Sabha of each ward is composed of all the voters of that ward.
Importance of Gram Sabha:
Direct Democracy: Since a large section of the country's population lives in rural areas, the Gram Sabha provides an opportunity for their voice to be heard directly on local issues and to participate in decisions.
Guidance for Panchayat Administration: The Gram Sabha has the power to discuss and approve development projects, welfare schemes, new proposals, etc. to be implemented by the Gram Panchayat. It serves as a guideline for the Panchayat Council.
Transparency and Accountability: The progress of the projects implemented by the Panchayat, income and expenditure accounts, and asset register are presented and discussed in the Gram Sabha. This ensures transparency and accountability in the Panchayat administration to the people.
Project Implementation: The Gram Sabha can identify the important issues in the ward and formulate projects based on their priority. The Gram Sabha also plays a crucial role in selecting the beneficiaries for individual benefits.
Social Audit: The Gram Sabha can conduct a social audit to assess the effectiveness of the projects implemented.
Functioning of the Gram Sabha:
Meetings: At least four Gram Sabha meetings should be convened in a financial year.
Chairman: The member/councillor of the respective ward presides over the Gram Sabha meetings.
Committees: The Gram Sabha has the power to elect the necessary sub-committees to coordinate development activities and implement welfare schemes.
If the Gram Sabha is utilized effectively, the needs of the grassroots can be met and better local development can be achieved with their participation. This serves as the foundation stone of decentralized planning and democratic empowerment.
