Steering Committee
The Steering Committee is a committee that plays a crucial role in the day-to-day administration and decisions of the Gram Panchayat in the local self-government system of Kerala.
The main objective of this committee is to coordinate the activities of the various standing committees of the Gram Panchayat and to ensure the smooth running of the administration.
The structure and main duties of the Steering Committee are as follows:
1. Structure of the Committee
This committee consists of the most important representatives of the people of the Panchayat.
Chairman: The President of the Gram Panchayat is the Chairman of this committee.
Members: The Vice President of the Gram Panchayat and the chairmen of various standing committees (development, welfare, health and education, etc.) will also be its members.
Secretary: The Secretary of the Panchayat attends the meetings of this committee and records the decisions.
2. Main Responsibilities
Coordination: To coordinate the plans and proposals prepared by various standing committees in a manner that does not contradict each other.
Agenda Preparation: To examine and determine in advance the main issues and agendas to be discussed in the general meeting of the Gram Panchayat Administrative Committee (Panchayat Committee).
Urgent Decisions: To take temporary decisions in emergency situations when the general meeting of the Panchayat Committee cannot be held (these need to be approved by the general meeting later).
Dispute Resolution: To discuss and resolve administrative disputes and confusions that arise between various committees or officials.
In short, the Steering Committee is a high-level committee that functions like the 'Cabinet' of the Gram Panchayat.
