Hospital Managing Committee (HMC)
For all types of medical facilities, Hospital Managing Committees not exceeding fifteen members shall be constituted in hospitals up to the district level under the jurisdiction of the Panchayats in compliance with Section 173A of the Kerala Panchayat Raj Act, 1994 and the Kerala Panchayat Raj (Managing Committees for Public Health Institutions) Rules, 2010. The term of the Hospital Managing Committees shall also expire on the expiry of the term of the Panchayat. In the event of a vacancy in the membership, the vacancies shall be filled by nominating new members as per the decision of the Panchayat. HMCs shall also have the power to take necessary decisions for the development of the hospitals. HMCs shall meet once in three months and shall maintain income and expenditure accounts and records. The custody of the Hospital Development Fund shall be vested in the Member Secretary. The amount should be deposited in a joint account in the name of the Chairperson and Member Secretary in a nationalized bank. The expenses should be approved by the HMC. The accounts are subject to audit by the State Audit Department.

Managing Committee for Animal Health Institutions
Managing Committees not exceeding fifteen members in hospitals up to the district level providing treatment to animals Panchayat Raj (Managing Committee for Animal Health Institutions) shall be constituted as per the rules. The term of the Managing Committees shall also expire on the expiry of the term of the Panchayat. In the event of a vacancy in the membership, new members shall be nominated as per the decision of the Panchayat and the vacancies shall be filled. The Managing Committees shall have the power to take necessary decisions for the development of Animal Health Institutions. The Managing Committees shall meet once in three months and shall maintain income and expenditure accounts and records. The custody of the Animal Health Institution Development Fund shall be vested in the Member Secretary. The amount shall be deposited in a joint account in the name of the Chairperson and the Member Secretary in a nationalised bank. The Managing Committees shall obtain approval for the expenditure and the accounts shall be subject to audit by the State Audit Department.

Procurement Committee
A Procurement Committee shall be constituted as per the Procurement Guidelines for the procurement of goods and services required by the Local Self Government Institutions issued vide S.U.(P)No.259/2010/T.S.W.B.V. dated 08-11-2010.

All the Chairpersons of the Standing Committees and the concerned Executive Officer shall be members of the Committee. The decision of the Procurement Committee is important in procuring goods and services. The decision of the Committee shall be subject to the approval of the Panchayat.
Panchayat Education Committee (PEC)
The Panchayat Education Committee is a committee consisting of all the representatives of the people of the Panchayat, Head Teacher, Representative of PTA Presidents, Elected Teachers, Junior Health Inspector, SC/ST Representatives, ICDS Supervisor, Representative of Managers etc. Its Chairperson shall be the President of the Gram Panchayat, Vice Chairman shall be the Chairperson of the Health Education Standing Committee and the Convener shall be the Education Executive Officer. The Panchayat shall coordinate the overall activities of the Panchayat.
