Planning Committee

The following is information about the committees that lead the planning and implementation of development projects at the Gram Panchayat level and their processes. As part of the people's planning movement in Kerala, there is a strong planning system at the grassroots level.

Key elements related to the planning process at the Gram Panchayat level

1. Development Standing Committee

The primary planning responsibility for development projects in the Gram Panchayat is carried out by the Development Standing Committee.

Duties: To prepare projects in the areas of agriculture, soil conservation, social forestry, small scale industries, housing, public works, etc., and to evaluate their progress.

2. Working Groups

Working groups are formed according to various sectors to prepare the annual plans of the Gram Panchayat in the correct order of priority.

For example: There will be separate working groups for agriculture, production sector, health and sanitation sector, poverty alleviation, women and child development etc.

Members: Elected representatives, concerned officials (e.g. Agriculture Officer, VEO) and local experts will be its members.

3. Gram Sabhas and Plan Formulation

The real planning starts from the Gram Sabhas.

Gram Sabhas: Voters of each ward come together to discuss the development needs of the area and submit suggestions.

Development Seminar: Working groups compile the suggestions received from the Gram Sabhas and prepare projects. These projects are then discussed in the Panchayat-level Development Seminar and the annual plan is finalized.

District Planning Committee (DPC)

The District Planning Committee (DPC) gives administrative approval and final approval to the plans prepared by the Gram Panchayat.

The DPC functions under Article 243 ZD of the Constitution of India.

This committee, with the District Panchayat President as the Chairman and the District Collector as the Member Secretary, allocates funds for the projects of the local bodies and approves amendments.
