Working groups
Working Groups or Expert Committees are committees formed in the local self-government bodies (Grama Panchayat, Block Panchayat, District Panchayat) of Kerala to prepare annual plans as part of the People's Planning process.
The aim of this is to prepare the development plans of the panchayat scientifically by including experts and people's representatives from each sector instead of just sitting in a room.
The following is the main information about the working groups:
1. Structure of working groups
Working groups will be formed separately for each development sector. A working group will usually have the following members:
Chairperson: A people's representative (appointed by the panchayat committee).
Convener: An official officer of the panchayat related to that sector (For example: if it is an agriculture working group, the convenor will be the agriculture officer).
Members: Experts in the field, retired officials, volunteers, and representatives of beneficiaries.
2. Important Working Groups
Panchayats usually have separate working groups for the following areas:
Agriculture and allied sectors (animal husbandry, dairy development, fisheries)
Local economic development (industry, employment, tourism)
Poverty alleviation
Social justice and women's development (welfare of SC/ST, women, children, and disabled)
Housing
Public health, sanitation, drinking water
Education, art, culture, and youth welfare
Physical development (roads, bridges, buildings)
Environment and climate change
3. Main responsibilities of the working group
Prepare development document: Codify the needs and suggestions arising from the Gram Sabhas and Ward Sabhas.
Project Formulation: Prepare practical projects according to specific guidelines, taking into account the available funds.
Provide technical assistance: Provide the necessary technical advice to the Panchayat Governing Body on matters ranging from planning to implementation of projects.
Determine priorities: Help the Panchayat decide which projects should be given more importance.
