Hospital Management Committee
Hospital Management Committee (HMC) is the most important committee that works to facilitate the day-to-day operations of government hospitals (especially Family Health Centers - FHC, Primary Health Centers - PHC) under the Gram Panchayat limits and to improve the physical conditions.
HMC has extensive powers to ensure public participation in the health sector and to take quick decisions on the urgent needs of hospitals.
1. Structure of HMC
HMC is formed with extensive participation at the Panchayat level:
Chairman: Gram Panchayat President.
Secretary & Convener: Medical Officer of the hospital.
Members:
Chairman - Vice Chairman of the Health and Education Standing Committee.
Chairman of the Standing Committee on Welfare Affairs - Member
Ward Member of the Gram Panchayat of the ward in which the hospital is located - Member
Two representatives of the local self-government body (one of whom must be a woman) -
Panchayat Secretary - Member
CDS Member Secretary - Member
CDS Society President
Block and District Panchayat members representing the Gram Panchayat area - Member
Representatives of various political parties/public representatives - Member
Health Inspector (HI / PRO) - Member
Medical Officer Homeo Dispensary - Member
Medical Officer Ayurveda Dispensary - Member
Home Care Nurse - Member
Two trained volunteers of the Home Care Team - Member
Public Health MLSP Nurses at the Centers - Member
2. Key Responsibilities
Hospital Development and Maintenance: Ensure maintenance of hospital buildings, seating facilities, drinking water, and clean toilets.
Appointment of Temporary Staff: This committee has the authority to appoint people temporarily using HMC funds to prevent disruption of patient care when there is a shortage of staff (sweepers, security, temporary nurses, lab technicians) in the hospital.
Laboratory and Pharmacy Supervision: Ensure the functioning of the hospital's labs and the availability of sufficient medicines. Monitor that systems like Karunya Pharmacy are functioning properly.
Fund Management: The amount received through OP ticket fees, lab charges, and other donations is kept as HMC fund. The Medical Officer and Chairman have the authority to utilize this amount for the emergency needs of the hospital.
Grievance Redressal: HMC meetings provide a forum to discuss and resolve complaints from the public about the hospital's operations or the conduct of staff.
